Bishkek, Jan. 27, 2026. /Kabar/. Chairman of the Cabinet of Ministers Adylbek Kasymaliev participated in a meeting of the Ministry of Finance board, during which the results of the 2025 budget were summarized.
Head of the Cabinet noted that the Ministry of Finance is closing out 2025 with significant achievements, emphasizing that the country has achieved significant economic growth and financial stability in recent years.
"Compared to 2020, Kyrgyzstan's budget has increased almost fivefold." "The consolidated budget: while in 2020 it was approximately 247.8 billion soms, in 2025 it reached approximately 1 trillion 101 billion soms," Kasymaliev noted, listing a number of factors that influenced the country's budget growth.
In particular:
- Economic growth: total GDP in 2020 was $8.3 billion, and in 2025 it exceeded $22.6 billion;
- Improved tax administration: Tax Service revenues increased from 78 billion soms in 2020 to 304.3 billion soms in 2025;
- Customs revenues increased sixfold: while in 2020 the budget collected approximately 28.9 billion soms, in 2025 it will reach approximately 157.4 billion soms;
- Non-tax revenues increased 8-9 times: from approximately 33 billion soms in 2020 to approximately 189.4 billion soms in 2025;
- Growth in economic activity: the services sector's share of GDP exceeded 1 trillion soms, growing at a rate of 10.9%;
- Increased revenues from Kumtor: from 2021 to 2025, following Kumtor's transfer to state management, approximately $5.115 billion (over 400 billion soms) were received from production activities. Approximately $1.176 billion (approximately 100.6 billion soms) were collected in taxes and other payments to the budget, with additional $441 million (approximately 38.2 billion soms) collected in dividends. Kasymaliev noted that as revenues grow, so do expenses, emphasizing that the available funds make it possible to implement major construction projects, build roads, and finance mortgages.
"While our budget was previously social budget, today it has become a development budget," stated Adylbek Kasymaliev.
Following the board meeting, Cabinet Chairman Adylbek Kasymaliev gave the Ministry of Finance a number of instructions, including one of the key objectives set by the President for 2026: increasing the wages of social sector workers and ensuring the efficient use of budget funds in the public procurement system.
