Kyrgyz delegation studies experience of UAE international financial centers

Bishkek, April 22, 2025. /Kabar/. On April 17–18, 2025, with the support of the Embassy of the Kyrgyz Republic in the United Arab Emirates, a series of meetings took place in Abu Dhabi and Dubai between a Kyrgyz delegation—led by Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic, Minister of Justice, and Director of the National Institute for Strategic Initiatives under the President of the Kyrgyz Republic, Ayaz Baetov—and the leadership of the Dubai International Financial Centre (DIFC) and the Abu Dhabi Global Market (ADGM).

Discussions were held with the Director of DIFC Courts Justice Omar Al Mheiri, the Governor of DIFC Essa Kazim, the Chief Executive Officer of the Financial Services Regulatory Authority of ADGM Emmanuel Givanakis, Registrar and Chief Executive of ADGM Linda Fitz-Alan.

Baetov emphasized that the Kyrgyz Republic is undertaking large-scale reforms aimed at stimulating economic development, enhancing the business environment, reducing administrative barriers, and establishing a favorable legal framework. He noted that the purpose of the visit was to study the operations of DIFC and ADGM courts and financial institutions, with a view to potentially adapting similar models in the Kyrgyz Republic.

Particular attention was paid to the Decree of the President of the Kyrgyz Republic, H.H. Sadyr Japarov, on the establishment of a special investment zone in the Issyk-Kul region, featuring a unique legal regime and an independent international dispute resolution center.

The Emirati side welcomed the initiative of the Kyrgyz delegation and delivered a comprehensive presentation on the operations of DIFC and ADGM, including their institutional structures and business support mechanisms. It was noted that the creation of such centers has had a positive impact on the investment climate in the UAE.

As a result of the meetings, both sides agreed to establish a working group to promote joint projects and facilitate the exchange of expertise.
