Bishkek, March 6, 2026 /Kabar/. UNICEF warmly welcomes the decree signed by President Sadyr Zhaparov introducing the unified monthly state benefit "Bala Yrysy"(Child's wealth) for all children under three years of age.
UNICEF Representative Samman Thapa made a statement, noting that this step reflects the country's consistent commitment to protecting children's rights and investing in the early years of a child's life.
"Expanding social protection for young children is one of the most effective ways to reduce child poverty and ensure every child has the best possible start in life. The National Development Programme 2030 sets a clear target to reduce child poverty from 33.1 per cent to 25 per cent, expand social protection coverage for children, strengthen access to primary health care, and accelerate early childhood education. The introduction of “Bala Yrysy” is an important step toward advancing these goals and strengthening the realization of children’s rights in the Kyrgyz Republic.
Global evidence shows that every dollar invested in early childhood can generate returns of up to 13 dollars through improved education outcomes, higher productivity, better health and reduced inequality.
UNICEF once again commends the Government of the Kyrgyz Republic for prioritizing children and families, and remains committed to supporting national partners in the design and rollout of the “Bala Yrysy” programme to strengthen the national social protection system for every child," the statement said.
